Because if you're meant to have had four wizard grandparents then I think you ought to say you want to be classified as a pureblood (albeit one in fostering). In fact even if you didn't you should ask for that, why would you emigrate only to be classed as a second-class citizen? I mean they upgrade people sometimes for political reasons so they could certainly say that your desire to live forever in the Protectorate shows the True Wizarding Blood that flows through your veins.
